29 CFR 1915.73(d): When employees were exposed to unguarded edges of decks, platforms, flats, or similar flat surfaces, more than 5 feet above a solid surface, the edges were not guarded by adequate guardrails meeting the requirements of 29 CFR 1915.71(j)(1). a) Gay Head Ferry - On or about 11-3-15 - Employees were observed using the stair tower to access the deck of the ferry which had a net system at the end of the vessel that was only 32 - 36 inches in height, which was being used as the fall protection/guardrail system for a 30 foot fall hazard.
