29 CFR 1910.106(e)(6)(ii): Grounding. Category 1 or 2 flammable liquids, or Category 3 flammable liquids with a flashpoint below 100 °F (37.8 °C), shall not be dispensed into containers unless the nozzle and container are electrically interconnected. Where the metallic floorplate on which the container stands while filling is electrically connected to the fill stem or where the fill stem is bonded to the container during filling operations by means of a bond wire, the provisions of this section shall be deemed to have been complied with:      a. On or about January 28, 2016 and at times prior, employees were exposed to fire hazards from 5-gallon containers of flammable liquids. The containers were not electrically interconnected to prevent static electrical sparks from flammable liquids to include, but not limited to:    1. Toluene - Category 2 with Flashpoint of 4°C (40°F) and Boiling Point of 111°C (231°F)  2. Sherwin-Williams Fast Acrylic Enamel - Category 2 with Flashpoint of 7°C (44.6°F) and Boiling Point of 105°C (221°F)

29 CFR 1910.106(e)(7)(i)(b): Locations where flammable vapor-air mixtures may exist under normal operations shall be classified Class I, Division 1 according to the requirements of subpart S of this part. For those pieces of equipment installed in accordance with subparagraph (3)(v)(b) of this paragraph, the Division 1 area did not extend 5 feet in all directions from all points of vapor liberation. All areas within pits shall be classified Division 1 if any part of the pit is within a Division 1 or 2 classified area, unless the pit is provided with mechanical ventilation:      a. On or about January 28, 2016 and at times prior, employees were exposed to fire hazards from an electrical lighting that was approximately 2 feet away from the dipping and coating operation area. The electrical lighting was not rated and approved to be used near flammable vapor-air mixtures from flammable fluids to include but not limited to:    1.
