On 3/14/2016, workers from Acme Erectors, Inc. were installing guttering on the roof a commercial building located at 3889 Mexico Road, St. Peters, MO.  An employee was observed installing guttering on the roof a commercial building approximately sixteen feet above the ground without the use of guardrail systems, safety net systems, or personal fall arrest systems.

29 CFR 1926.453(b)(2)(v): A body belt was not worn and a lanyard attached to the boom or basket when working from an aerial lift. Note to paragraph (b)(2)(v): As of January 1, 1998, subpart M of this part (1926.502(d)) provides that body belts are not acceptable as part of a personal fall arrest system. The use of a body belt in a tethering system or in a restraint system is acceptable and is regulated under 1926.502(e).  On 3/14/2016, workers from Acme Erectors, Inc. were installing guttering on the roof a commercial building located at 3889 Mexico Road, St. Peters, MO.   The foreman and an employee were observed operating a JLG Lift, Model 460SJ, Serial # JL12035, to facilitate the installation of the guttering.  The foreman and the employee were wearing personal fall arrest systems with lanyards; however, the lanyards were not attached to the boom or basket while working from the aerial lift.  Acme Erectors, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.453(b)(2)(v), which was contained in OSHA inspection number 964150, citation number 1, item number 1, issued on 6/06/2014, and was affirmed as a final order on 6/18/2014, with respect to a workplace located near 905 West Main, Marion, IL.
