29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s)     a)  19th & Central Ave., Ocean City, NJ:  On or about 05/19/2016, the employer had not initiated a program for a competent person to conduct frequent and regular inspections of the jobsite, to identify hazards and/or stop the work in the event workers were placed in a hazardous condition.  As such, employees were conducting framing activities without proper use of fall protection and without any training.  Additionally, workers were exposed to struck by hazards of the eye while using pneumatic nail guns without eye protection.    The employer, Station Builders, Inc., was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.20(b)(2), which was contained in OSHA inspection number 1106495, citation number 01, item number 01 and was affirmed as a final order on 04/26/2016, with respect to a workplace located at 9 Wells Drive, Wyngate at Medford, Medford, NJ.  NOTE: IN ADDITION TO ABATEMENT CERTIFICATION, THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT DOCUMENTATION FOR THIS ITEM. FAILURE TO COMPLY WILL RESULT IN AN ADDITIONAL PENALTY OF $1000.00 IN ACCORDANCE WITH 29 CFR 1903.19.

29 CFR 1926.102(a)(1): Employees were not provided with eye and face protection equipment when machines or operations present potential eye or face injury:   a)  19th & Central Ave., Ocean City, NJ:  On or about 05/19/2016, employees were conducting framing activities and were exposed to struck by hazards of the eye while using circular saws and pneumatic nail guns without eye protection.    The employer, Station Builders, Inc., was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.102(a)(1), which was contained in OSHA inspection number 1106495, citation number 01, item number 02 and was affirmed as a final order on 04/26/2016, with respect to a workplace located at 9 Wells Drive, Wyngate at Medford, Medford, NJ.

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system.   a)  19th & Central Ave., Ocean City, NJ:  On or about 05/19/2016, a Station Builders Inc. employee was conducting framing activities on a new construction, multi-story, duplex style residential structure.  The employee was framing and installing soffits and fascia boards while working from the roof rafters, three stories above the ground.  The worker was not protected by guard rails, PFAS, or any form of fall protection and was thus exposed to a fall hazard of greater than 30 feet to the ground below.    The employer, Station Builders, Inc., was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1106495, citation number 01, item number 01 and was affirmed as a final order on 04/26/2016, with respect to a workplace located at 9 Wells Drive, Wyngate at Medford, Medford, NJ.   The employer, Station Builders, Inc., was previously cited for a REPEAT violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1126501, citation number 02, item number 01 and was affirmed as a final order on 04/26/2016, with respect to a workplace located at 85 & 87 Arlington Avenue, Lakewood, NJ 08701 , NJ.   NOTE: IN ADDITION TO ABATEMENT CERTIFICATION, THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT DOCUMENTATION FOR THIS ITEM. FAILURE TO COMPLY WILL RESULT IN AN ADDITIONAL PENALTY OF $1000.00 IN ACCORDANCE WITH 29 CFR 1903.19.

The workers were potentially exposed to fall hazards of greater than 30 feet to the ground below.  The employer had not trained each employee to recognize the hazards of falling and the procedures to minimize those hazards.
