29 CFR 1910.119(n): The employer did not implement an emergency plan for the entire plant in accordance with the provisions of 29 CFR 1910.38:    In reference to the following standard    29 CFR 1910.38(d): : The employer did not have and maintain an employee alarm system that complied with the requirements of 1910.165:    In reference to  the following standard    29 CFR 1910.165(b)(1): The employee alarm system did not provide warning for necessary emergency action as called for in the emergency action plan, or for reaction time for safe escape of employees from the workplace or the immediate work area, or both.       a)Hypo Bleach Area:  On or about June 5th, 2016, and prior to,  the employer exposed contracted employees working for Watco Companies LLC to chlorine gas inhalation exposure from estimated 5 pound chlorine gas cloud release from Hypo Make Tank V-23-06 (T-104) and did not activate the alarm system in place that provided warning necessary for reaction time for safe escape.
