29 CFR 1910.134(g)(1)(i)(A): Respirators with tight-fitting facepieces were worn by employees who had facial hair that came between the sealing surface of the facepiece and the face or that interfered with valve function: On or about July 6, 2016, the employer failed to ensure that employees required to use a respirator did not have facial hair. An employee required to use a respirator in the knockout area of the facility had a beard, which can limit the effectiveness of the respirator. The employee assisting the cut-off saw operator working in the knockout area was exposed to an 8-hour time weighted average concentration of 0.665 milligrams respirable dust containing crystalline silica and crystalline cristobalite per cubic meter of air (mg/m3) which is 4.89 times the permissible exposure limit of 0.136 mg/m3.

29 CFR 1910.1000(c): An employee(s) was exposed to respirable dust containing crystalline silica and crystalline cristobalite in excess of the 8-hour time weighted average limits of (0.136 mg/m3) listed in Table Z-3: The employee assisting the cut-off saw operator working in the knockout area was exposed to an 8-hour time weighted average concentration of 0.665 milligrams respirable dust containing crystalline silica and crystalline cristobalite per cubic meter of air (mg/m3) which is 4.89 times the permissible exposure limit of 0.136 mg/m3. The sampling was performed for 377 minutes during one shift on July 6, 2016. Zero exposure was assumed for the un-sampled period of time (103 minutes). Exposure to respirable dust containing crystalline silica and crystalline cristobalite causes cumulative lung disease in humans, including but not limited to, silicosis and cancer. Engineering and work practice controls can be used to reduce employee exposure. The Avalon Precision Casting Company was previously cited for a violation of this occupational safety and health standard or its equivalent standard; 1910.1000(c), which was contained in OSHA inspection number 1010881, citation number 1-3-a, and was affirmed as a final order on April 20, 2015, with respect to a workplace located at 15583 Brookpark Rd., Brookpark, Ohio, 44142.
