29 CFR 1910.23(e)(1): Standard railing(s) did not consist of top rail, intermediate rail and/or posts and/or did not have a vertical height of 42 inches (106.7 cm) nominal from upper surface of top rail to floor, platform runway, or ramp level: a. On or about 06/29/2016, at the Water Treatment Plant- Sedimentation tank/stairway area: Employees were exposed to an 8.5 ft. fall to the ground below when walking on a stairway that its top-guard rail did not have a vertical height of 42 inches from upper surface of top rail to floor and was used as an entrance and exit access to the tank top platform. In addition, no mid rail was in place on the stairway for fall protection. Note: Certification of abatement must be submitted for this citation item as required by 29 CFR 1903.19(c).
