29 CFR 1910.147(c)(4)(ii): Procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29 CFR 1910.147(c)(4)(ii)(A), (c)(4)(ii)(B), (c)(4)(ii)(C) and (c)(4)(ii)(D):    (a) On or about 8/30/2016 - at Corvette Cell 2, the energy control procedures for the Drying Oven, Spray Booth, Press, and Cooling Unit failed to clearly identify the scope and intended use of the procedure; all of the specific steps to be followed by employees for shutting down, isolating, blocking and securing equipment to control hazardous energy; and specific requirements for testing equipment to verify the effectiveness of lockout devices or other energy control measures.

29 CFR 1910.147(d): The established procedure for the application of energy control (the lockout or tagout procedures) did not cover the actions listed in and was not done in sequence as required by 29 CFR 1910.147(d)(1)-(6):    (a) On or about 8/30/2016 - at Corvette Cell 2, the energy control procedure for the Drying Oven did not cover the required actions when employees are testing or positioning the light curtains and conveyor belt sensors inside the Drying Oven in that the procedure does not address relieving stored energy such as but not limited to pneumatic energy and verifying isolation and deenergization has been accomplished.

29 CFR 1910.147(c)(6)(i): The employer did not conduct a periodic inspection of the energy control procedure at least annually to ensure that the procedure and the requirement of this standard were being followed:    (a) On or about 8/30/2016 - at Corvette Cell 2, the employer did not conduct a periodic inspection of the energy control procedures for the Drying Oven, Spray Booth, Press, and Cooling Unit at least annually to ensure that deviations were corrected and inadequacies were identified.
