29 CFR 1910.147(c)(4)(ii)(B): The procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, the following: Specific procedural steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy. a) Plywood Plant: On or about October 26, 2016 and at times prior, the employer exposed employees to potentially hazardous energy sources in that the written energy control procedures for the panel saw did not have clear and specific steps for isolating, securing, and verifying that the hazardous energy had been controlled. The Coastal Forest Products, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard [1910.147(c)(4)(ii)(B)], which was contained in OSHA inspection number 1094724, citation number 1, item number 1a and was affirmed as a final order on December 15, 2015, with respect to a workplace located at, Plywood Plant, 102 Main Street Chapman, AL 36015.
