The workers were exposed to a fall hazard.

29 CFR 1926.1053(b)(22): Employees using ladders were carrying objects or loads that could cause the employee to lose balance and fall: JOB SITE: #2 Tamzine Court, Florissant, MO 63031, on or about 8/17/2017, workers were observed climbing up on a Werner Aluminum extension ladder, approximately 9' 5" eave to ground level, carrying 8X4 full sheets of plywood that could cause the workers to lose balance and fall. The workers were exposed to a fall hazard.
