29 CFR 1926.102(a)(1): Eye and face protective equipment were not used when machines or operations presented potential eye or face injury from physical, chemical, or radiation agents:  a.   On or about October 5, 2017, on the north side of the framed structure, an employee installing framing materials to the structure while using a pneumatic nail gun did not wear eye protection, exposing the employee to the hazard of being struck in the eye or face by flying debris.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels are not protected by guardrail systems, safety net system, or personal fall arrest system, nor are employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a. Employees performing framing work in the trusses of single family residential structure at elevations of six feet or more above the ground are not being protected from fall hazards by a fall protection system: The employer fails to assure effective protection against falls as required by the standard, as demonstrated on October 5, 2017, when three  employees framing a second story addition of a house at 201 Alf Coleman Road, Panama City Beach, Florida, were exposed to the hazard of a 13 foot fall to the ground in that they did not have roof anchor points to attach personal fall arrest gear, guard rails or fall arrest system.  Action Concrete Construction, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(1), which was contained in OSHA inspection number 1074107, citation number 02, item number 01 and was affirmed as a final order on February 16, 2016, with respect to a workplace located at 7718 Front Beach Road., Panama City Beach, Florida 32407.  Action Concrete Construction, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(11), which was contained in OSHA inspection number 911300, citation number 01, item number 01 and was affirmed as a final order on September 19, 2013 with respect to a workplace located at 522 Mary Ester Cut-Off, Fort Walton Beach, FL 32548.
