29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   (a) On or about August 25, 2018, the employer did not ensure that each employee(s) engaged in residential construction activities 6 feet or more above lower levels were protected by guardrails, safety nets, or personal fall arrest systems. Employees of Suarez Construction were exposed to fall hazards of up to 23 feet, while engaged in residential framing activities. Employees were not using fall protection equipment. 29 CFR 1926.1051(a): Stairways or ladders were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, and no ramp, runway, sloped embankment, or personnel hoist was provided:  (a) On or about August 25, 2018, the employer did not ensure that stairways or ladders were provided at all personnel points of access where there was a break in elevation of 19 inches or more. Employees were exposed to falls of up to 9 feet while working on the top plate of a residential building under construction. Employees were observed climbing down wooden trusses to reach the floor below. Employees did not use ladders.
