29 CFR 1910.1000(b)(1): 8-hour time weighted averages. An employee's exposure to any substance listed in Table Z-2, in any 8-hour work shift of a 40-hour work week, shall not exceed the 8-hour time weighted average limit given for that substance in Table Z-2.   On February 28, 2019, an employee working in the Blender #2 area wore a tight-fitting half-face respirator with facial hair.  The employee was exposed to respirable dust in excess of the 8-hour time weighted average limit (TWA) for the permissible exposure limit provided in Table Z-2:  a. The #2 Blender employee performing mixtures of dry ingredient formulas in a commercial Hobart Mixer was exposed to an 8-hour TWA for respirable dust of 24.000 mg/m3 during a 457 minute sampling period.  This exposure level was 1.604 times the calculated permissible exposure limit of 15.000 mg/m3.

29 CFR 1910.134(g)(1)(i)(A): Facial hair that comes between the sealing surface of the facepiece and the face or that interferes with valve function; or  a.  At the work site, the employer required employees who worked in areas with documented respiratory dust hazards to wear tight-fitting half-face respirators.  The employer did not ensure that all employees who wore the tight-fitting half-face respirators were clean shaven to ensure a seal between the skin and the respirator.
