29 CFR 1917.26(d)(1): At least one Stokes basket stretcher, or its equivalent, was not available for each vessel being worked: (a) on or about 4/16/2019 and at times prior thereto, dock workers at Bornstein's Warrenton Deep Sea dock were exposed to hypothermia and the hazards of improper rescue after falls into the water in that a stokes basket was not available.
