29 CFR 1926.20(b)(1): The employer did not initiate and maintain such programs as may be necessary to comply with this part:    On or about May 23, 2019,    Location: New Starbucks/retail stores space, one story building under construction located at 120 S Pine Island Rd Fort Lauderdale, FL,    1) The employer failed to develop and implement a safety and health program to prevent employees from becoming exposed to fall hazards, while employees were conducting roof work at heights from 12 feet to 18 feet to ground level without using any methods of conventional fall protection systems.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:      On or about May 23, 2019,    Location: New Starbucks/retail stores one story building under construction located at 120 S Pine Island Rd Fort Lauderdale, FL,    1) Employees engaged in forming and concrete activities, were exposed to a fall hazard of 12 feet to 18 feet to ground level while walking on concrete forms, external structure beams and on an unprotected canopy, without using any method of conventional fall protection systems.     Loredo Flat Surface Concrete, Inc. was previously cited for a serious violation of this standard occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1353330, citation number 01, item number 001, and was affirmed as a final order on 03/01/2019, with respect to a workplace located at 12403 Grand Oaks Dr., Davie FL 33312.
