29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed.  a.  On or about June 27, 2019, at the above addressed jobsite, the portable ladder used to access the roof did not extend at least three (3') feet above the upper landing surface, thereby exposing employees to the hazards associated with falls.  D & R Construction Inc.. was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.1053(b)(1), which was contained in OSHA inspection number 1408285, citation number 1, item number 1b and was affirmed as a final order on July 24, 2019, with respect to a workplace located at 902 W. Hawthorne Blvd., Wheaton, IL.
