29 CFR 1910.134(c)(1)(vi): In any workplace where respirators are necessary to protect the health of the employee or whenever respirators are required by the employer, the employer shall establish and implement a written respiratory protection program with worksite-specific procedures. The program shall be updated as necessary to reflect those changes in workplace conditions that affect respirator use. The employer shall include in the program the following provisions of this section, as applicable: Procedures to ensure adequate air quality, quantity, and flow of breathing air for atmosphere-supplying respirators: a) On or about August 13, 2019, the employer's written respirator program did not describe the procedures to be followed to ensure adequate air quality, quantity and flow of breathing air for the supplied air hoods used by the Powder Coaters in the East and West Powder Coating Booths.

29 CFR 1910.134(i)(5)(iii): Have suitable in-line air-purifying sorbent beds and filters to further ensure breathing air quality. Sorbent beds and filters shall be maintained and replaced or refurbished periodically following the manufacturer's instructions: a) On or about August 13, 2019, the West Powder Coat Booth's 3M Portable Compressed Air Filter and Regulator Panel 256-02-00 with Carbon Monoxide Filtration and Monitor that had not had the filters changed since 6-4-18 which was 62 weeks or 14 months prior. The 3M Portable Compressed Air Filter and Regulator Panel 256-02-00 with Carbon Monoxide Filtration and Monitor User Instructions states filter cartridges have an average life expectancy of one (1) to two (2) months (or approximately 160-320 hours, depending on the quality of the air in your compressed air lines) under normal conditions.
