29 CFR 1926.304(d): Portable, power-driven circular saw(s) were not equipped with a guard above and below the base plate or shoe:  (a): Front Lawn- The employer did not ensure that the Makita portable circular saw was equipped with proper guarding. The saw was not equipped with a lower guard. The upper guard was modified to be held open and unable to retract to cover the saw blade. The improperly guarded saw was used to cut plywood, on or November 14, 2019.  There is no abatement certification or documentation required for this item.

29 CFR 1926.102(a)(1): 29 CFR 1926.102(a)(1): The employer did not ensure that each affected employee used appropriate eye or face protection when exposed to eye or face hazards from flying particles.  (a): Exterior Framing- The employer did not ensure that employees were using appropriate eye protection while using nail guns. Employees were using nail guns to install framing and were exposed to projectile eye hazards, on or November 14, 2019.  Estrada Framing, LLC was previously cited Serious for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.102(a)(1), which was contained in OSHA inspection number 1320699, citation number 1, item number 1, and was affirmed as a final order on September 28, 2018, with respect to a workplace located at 87 Oxford Drive, Tenafly, NJ.  There is no abatement certification or documentation required for this item.

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employees provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):  (a): Exterior Framing- Four employees engaged in residential construction 6 feet or more above lower levels were not protected by any method of fall protection. The employees were exposed to fall hazards of up to approximately 20 feet while working on the residential framing, on or about November 14, 2019.  Estrada Framing was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1320699, citation number 2, item number 1 and was affirmed as a final order on September 28th, 2018 with respect to a workplace located at 87 Oxford Drive in Tenafly, NJ.  Estrada Framing was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1222522, citation number 1, item number 2 and was affirmed as a final order on June 23nd, 2017 with respect to a workplace located at 262 Oakwood Road in Englewood, NJ.
