29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29CFR 1910.147(c)(4)(ii)[A], 29CFR 1910.147(c)(4)(ii)[B], 29CFR 1910.147(c)(4)(ii)[C], and 29CFR 1910.147(c)(4)(ii)[D]: a) Kentwood M609HD Moulder Machine: On December 4, 2019 and at times prior, the employer exposed employees to potential hazardous energy sources such as but not limited to, electrical and kinetic, in that the written procedures did not include specific steps for verifying that electrical and kinetic energy was controlled. b) Lift Table: On December 4, 2019 and at times prior, the employer exposed employees to potential hazardous energy sources such as but not limited to, electrical, in that the written procedures did not include specific steps for verifying that electrical energy was controlled.
