29 CFR 1926.651(b)(3): When excavation operations approached the estimated location of underground installations, the exact location of the installations was not determined by safe and acceptable means: a) Route 100 & Court Drive: Wilmington, DE - On or about February 25, 2020, the employer directed their employee to locate the specific location and depth of an utility line [e.g. gas] with a flash light, digging bar and shovel which was in the immediately vicinity of an excavators bucket which struck and injured an employee.
