29 CFR  1915.12(f): Exchanging hazard information between employers. Each employer whose employees work in confined and enclosed spaces or other dangerous atmospheres shall ensure that all available information on the hazards, safety rules, and emergency procedures concerning those spaces and atmospheres is exchanged with any other employer whose employees may enter the same spaces:   a) On or about March 4, 2021, Fincantieri Bay Shipbuilding did not ensure a third party vendor employee performing metal surface preparation work, including power wire brushing, to conduct weld inspections in the James R. Barker Port and Starboard Scrubbers was knowledgeable on the following confined and enclosed spaces hazards, policies and procedures: 1) The requirement for mechanical ventilation or respiratory protection usage while performing dust generating procedures with a power tool in a confined space such as the James R. Barker Port and Starboard Scrubbers. 2) The Fincantieri Bay Shipbuilding procedure to request installation of mechanical ventilation for a confined or enclosed space. 3) The potential hazards of removing scrubber surface residue, including caustic soda, with power equipment within a confined or enclosed space. 4) The prohibition of using spark producing equipment within a confined or enclosed space certified for "Cold" work only.
