29 CFR  1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:  a) 2155 Executive Circle, Colorado Springs, CO 80906: On or about March 19, 2021 and at times prior, Pro Steel, Inc. as a controlling employer, did not ensure that effective frequent and regular safety inspections were conducted of the jobsite by a competent person, in that subcontractor employees were exposed to jobsite hazards including, but not limited to, fall hazards of approximately 30 feet to the ground below while using the guardrail system of a Genie S-45 Aerial Lift (#10630385) to access and egress the second story of a new commercial building, and while performing leading edge work on the second story of the new commercial building without fall protection.
