29 CFR 1910.242(a): Hand and portable powered tools or equipment were not in safe condition: a) #8 Vaughn - To string wire onto the draw block, employees used a tool referred to as a come along, consisting of a leaf-style chain with a gripper head on one end and a quick-release hook on the other end. The employer had multiple come alongs with a leaf-style chain that had no spring loading, making it necessary for employees to hold the come along while jogging the draw block to string the wire. The employer had only one come along with a leaf-style spring-loaded safety chain that employees did not have to hold while stringing the wire. Employees used the type of come along with no spring loading, exposing employees' fingers to a caught-in hazard, on or about December 15, 2021. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
