29 CFR  1910.101(b): The in-plant handling, storage, and utilization of all compressed gases in cylinders, portable tanks, rail tankcars, or motor vehicle cargo tanks were not in accordance with Compressed Gas Association Pamphlet P-1-1965, which is incorporated by reference as specified in CFR 1910.6:   a)	Bucyrus Railcar Repair, Dock area of the facility, on or about January 21st, 2022 and times prior thereto:  Multiple compressed gas cylinders of oxygen, propane, and carbon dioxide were free standing and not secured by any device to prevent the cylinders from falling, rolling, or getting knocked over in the dock storage area.     b)	Bucyrus Railcar Repair., Southwest track next to rail car track #1/welding station, On or about January 14th, 2022 and times prior thereto: One compressed gas cylinder of oxygen was free standing and not secured by any device to prevent the cylinder from falling, rolling, or getting knocked over. A chain for securing the cylinder was present, but not fastened to secure the cylinder from movement.   ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below).  This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.

29 CFR  1910.106(e)(6)(i):Adequate precautions were not taken to prevent the ignition of flammable vapors:  a) Bucyrus Railcar Repair, Area next to Track #4, on or about January 21st, 2022 and times prior thereto:  Employees were potentially exposed to a fire/explosion hazard while storing containers of flammable liquid (or paint) (Rust-Oleum brand Touch n' Tone Red Primer) directly next to a Universal Model 250 LP Gas Heater that was in active operation.  Two ten-ounce cans of primer were stored directly next to the heater.    ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below).
