1910.147(c)(7)(i) The employer did not provide adequate training to ensure that the purpose and function of the energy control program was understood by employees:(a)(LOCATION)(IDENTIFY SPECIFIC OPERATIONS AND/OR CONDITIONS)(IDENTIFY MACHINERY OR EQUIPMENT) On or about February 2, 2022, the procedures for for the control of potentially hazardous energy were not utilized when Rhetort operators were troubleshooting and unjamming the trolley ejector on the Busse Trolley Loader.

29 CFR 1910.212(a)(1): One or more methods of machine guarding shall be provided to protect the operator and other employees in the machine area from hazards such as those created by point of operation, ingoing nip points, rotating parts, flying chips and sparks. Examples of guarding methods are-barrier guards, two-hand tripping devices, electronic safety devices, etc. On or about February 2, 2022, all four Busse machines were not equipped with one or more methods of machine guarding to prevent the operator from being exposed to amputation and/or caught-in hazards during normal machine operation where the sweep arm pushes the cans into the trolley, and then automatically self-retracts once the cans are loaded into the trolley.

29 CFR 1910.176(b): Storage of material shall not create a hazard. Bags, containers, bundles, etc., stored in tiers shall be stacked, blocked, interlocked and limited in height so that they are stable and secure against sliding or collapse. On or about February 8, 2022, the racking systems in the Rooms 101, 104, 109, and 162 had previously been struck by a forklift, bending the upright and reducing the structural integrity from the racking system.
