29 CFR 1926.1053(b)(1):Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: At jobsite located at 2509 177th St. Stilwell, KS, employees engaged in residential framing activities were exposed to fall hazards of approximately 22 feet from the eave of the residence to the ground below while accessing and exiting the trusses in that the portable A-frame ladder did not extend at least 3 feet above the upper landing and was not secured to the residence/structure.
