29 CFR 1910.1200(e)(1)(ii): Employers shall develop, implement, and maintain at each workplace, a written hazard communication program which includes the methods the employer will use to inform employees of the hazards of non-routine tasks (for example, the cleaning of reactor vessels), and the hazards associated with chemicals contained in unlabeled pipes in their work areas: At a facility located at 3312 Lake Shore Drive, Sheboygan, WI 53081; the employer's Hazard Communication program did not include methods the employer will use to inform employees of the hazards of non-routine tasks. The employer's program did not address procedure or methods of communications to employees regarding hazards of non-routine tasks, such as but not limited to when employees were assigned to washing/cleaning machine center equipment.

29 CFR 1910.1200(h)(1): employers shall provide employees with effective information and training on hazardous chemicals in their work area at the time of their initial assignment, and whenever a new chemical hazard the employees have not previously been trained about is introduced into their work area. Information and training may be designed to cover categories of hazards (e.g., flammability, carcinogenicity) or specific chemicals. Chemical-specific information must always be available through labels and safety data sheets: At a facility located at 3312 Lake Shore Drive, Sheboygan, WI 53081; the employer did not provide employees with information and training on hazardous chemical in their work areas at the time of their initial assignment. New hire employees were not provided with training on the location of Safety Data Sheets (SDS), hazardous chemical container labeling nor the hazards of the chemicals that employees were assigned to work with until the annual refresher training in the employer's Hazard Communication Program occurred.
