29 CFR 1910.22(c): The employer did not provide, and ensure each employee uses, a safe means of access and egress to and from walking-working surfaces.  a.) RGS Products Inc, Product Storage Area, on or about 10/18/22 and times prior thereto: employees are required to access stacked bundles of aluminum stock in order to rig the bundles with slings before they are moved with a crane to the production areas.  Employees are exposed to fall hazards of up to 7-feet while climbing on the stacks.     ABATEMENT CERTIFICATION AND DOCUMENTATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation.  This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement. IN ADDITION, abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic, or video evidence or abatement or other written records.

29 CFR 1910.28(b)(1)(i):  Except as provided elsewhere in this section 29 CFR 1910.28, the employer did not ensure that each employee on a walking-working surface with an unprotected side or edge that is 4 feet (1.2 m) or more above a lower level is protected from falling by one or more of the systems described in 29 CFR 1910.28(b)(1)(i):  a.) RGS Products Inc, Product Storage Area, on or about 10/18/22 and times prior thereto: employees were exposed to a fall hazard of greater than 7 feet to the ground while working from the top of stacked bundles of aluminum stock.  A fall protection system was not utilized while employees worked on putting slings around the bundles of material.   ABATEMENT CERTIFICATION AND DOCUMENTATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation.  This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement. IN ADDITION, abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic, or video evidence or abatement or other written records.

RGS Products Inc, Atlantic Production Area, on or about 10/18/22 and times prior thereto: Employee work operations included but were not limited to cutting and welding aluminum stock, and accessing storage areas for rigging and moving bundles of aluminum stock.  The employer did not maintain a written certification of the workplace hazard assessment. RGS Products Inc, Product Storage Area, on or about 10/18/22 and times prior thereto: bundles of aluminum stock were stored in uneven stacks up to 7-feet high.  Employees working near and on the stacked bundles of aluminum were exposed to struck-by, caught-between, crushing, and falling object hazards.
