29 CFR  1910.1200(e)(1):The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: (Construction Reference: 1926.59)  At jobsite located at 4501 Bluestem Maize, KS 67101: Employees engaged in residential construction framing activities utilizing hazardous chemicals were exposed to health hazards in that a written Hazard Communication Program had not been developed or implemented in the following instances:  1. Residential construction framing activities utilizing Leech F-26 waterproof construction adhesive as floor and ceiling adhesive was found on jobsite at location above. Exposure to Leech F-26 waterproof construction adhesive could result in severe eye pain or irritation. If inhaled, this chemical can be irritating to the nose, throat and lungs and can cause systemic effects. Prolonged or repeated inhalation may cause lung damage. This chemical may be harmful if absorbed through skin, and may produce kidney, liver and central nervous system damage. Prolonged or repeated overexposure may cause eye, skin, respiratory system, central nervous system, peripheral nervous system, liver and kidney damage.  2. Residential construction framing activities utilizing Builders FirstSource BFS-400 subfloor adhesive as floor and ceiling adhesive was found on jobsite at location above. Exposure to Builders FirstSource BFS-400 subfloor adhesive could result in eye irritation, pain, tears, swelling, redness and blurred vision. If inhaled, vapors could cause irritation of the nose, lungs and respiratory tract. Inhalation of vapors in high concentration may cause shortness of breath (lung edema). Intentional misuse by deliberately concentrating and inhaling the contents may be harmful or fatal. If in contact with skin, irritation, dermatitis, drying and defatting could result. If ingested, it could be harmful or fatal if swallowed. Ingestion of this chemical could result in gastrointestinal disturbances with dizziness and central nervous system depression. Aspiration hazard if swallowed. Repeated or prolonged exposure may cause skin, respiratory, kidney and liver damage. May cause kidney and liver damage as well as developmental and reproductive toxicity. Prolonged or repeated inhalation of solvent vapors may cause irregular heartbeat.

29 CFR  1910.1200(g)(1): Employers did not have a safety data sheet in the workplace for each hazardous chemical which they use: (Construction Reference: 1926.59)  At jobsite located at 4501 Bluestem Maize, KS 67101: Employees engaged in residential construction framing activities utilizing hazardous chemicals were exposed to health hazards in that they were not provided access to Safety Data Sheets (SDSs) on hazardous chemicals at the jobsite in the following instances:  1. Residential construction framing activities utilizing Leech F-26 waterproof construction adhesive as floor and ceiling adhesive was found on jobsite at location above. Exposure to Leech F-26 waterproof construction adhesive could result in severe eye pain or irritation.
