29 CFR  1926.20(b)(2):The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying exist):  a) 1320 Herman View Way, Monument, CO 80132, Club House: On or about May 20, 2023, and at times prior, the controlling employer did not ensure a safety program was developed and implemented for the work environment, to include effective frequent and  regular inspections made by a competent person of the job-site, materials, and equipment. Two subcontractor employees were exposed to fall hazards of 10 feet to the ground below, while performing framing operations on the club house without fall protection. One of the subcontractor employees was observed climbing over the guard rails of a JLG Aerial Lift 660SJ, (Model# 660SJ, Serial# 0300292704), to access and egress the roof of the Club House.  (b) 1320 Herman View Way, Monument, CO 80132, Building #5: On or about May 20, 2023, and at times prior, the controlling employer did not ensure a safety program was developed and implemented for the work environment, to include effective frequent and  regular inspections made by a competent person of the job-site, materials, and equipment. Five subcontractor employees were exposed to fall hazards of 10 feet 6 inches to the ground below, while performing framing operations on Building #5 without fall protection.
