An employee conducting residential gutter work was observed working at elevations above 6 feet from a lower level without utilizing adequate fall protection systems.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: At a jobsite located at SSR DD Unit 94A Residence at Bryson Lake, Warrensburg, Missouri 64093, an employee was exposed to serious fall hazards. An employee conducting residential gutter work was accessing the roof by utilizing a portable extension ladder that did not extend at least 3 feet past the upper landing surface.
