29 CFR 1910.106(e)(2)(ii)(b)(2): Incidental storage or use of flammable liquids - Containers. The quantity of liquid that may be located outside of an inside storage room or storage cabinet in a building or in any one fire area of a building shall not exceed 120 gallons of Category 2, 3, or 4 flammable liquids in containers. On or about October 2, 2023, at an establishment located at 4704 Bayberry Street in Schofield, Wisconsin, along the north wall in Plant 6; the employer did not ensure that Category 2 and 3 flammable liquids stored outside of an inside storage room or storage cabinet in the building or in any one fire area of the building did not exceed 120 gallons, exposing employees to fire and burn hazards in the following instances: a) 3 steel 55-gallon drums containing approximately 150 gallons of Hydrite Isopropyl Alcohol (Category 2 flammable liquid); b) 7 steel 55-gallon drums containing approximately 350 gallons of Hydrite Methyl Amyl Ketone (Category 3 flammable liquid); c) 15 steel 55-gallon drums containing approximately 750 gallons of Red Spot 2K Black Cond. Primer (Category 3 flammable liquid); d) 9 steel 55-gallon drums containing approximately 450 gallons of Red Spot Urethane Hardener (Category 3 flammable liquid); e) 21 plastic 5-gallon drums containing approximately 105 gallons of PPG Acid Catalyst (Category 3 flammable liquid); f) 10 steel 5-gallon drums containing approximately 50 gallons of PPG Dark Silver HS (Category 2 flammable liquid); g) 22 steel 5-gallon drums containing approximately 110 gallons of PPG BMW Silver (Category 2 flammable liquid); h) 2 steel 55-gallon drums containing approximately 100 gallons of PPG Black Adhesion Promotor (Category 2 flammable liquid); i) 25 steel 55-gallon drums containing approximately 1,250 gallons of PPG 92-19887 Black Acrylic (Category 3 flammable liquid); j) 23 steel 55-gallon drums containing approximately 1,155 gallons of PPG Clear Acrylic Topcoat (Category 3 flammable liquid).

29 CFR 1910.134(g)(1)(i)(A): Facepiece seal protection. The employer shall not permit respirators with tight-fitting facepieces to be worn by employees who have facial hair that comes between the sealing surface of the facepiece and the face or that interferes with valve function. On or about October 2, 2023, at an establishment located at 4704 Bayberry Street in Schofield, Wisconsin, in Plant 6 - Plastics Department painting area; the employer permitted a Liquid Painter Lead and a Liquid Paint Technician to wear tight-fitting, 3M half-face elastomeric respirators with facial hair between the sealing surface of the facepiece and the face. The employees were required to wear the respirators while painting and changing out chemicals in the paint kitchens.

29 CFR 1910.134(h)(2)(i): Storage. All respirators shall be stored to protect them from damage, contamination, dust, sunlight, extreme temperatures, excessive moisture, and damaging chemicals, and they shall be packed or stored to prevent deformation of the facepiece and exhalation valve. On or about October 2, 2023, at an establishment located at 4704 Bayberry Street in Schofield, Wisconsin, in Plant 6 - Plastics Department painting area; the employer did not ensure all respirators were stored to protect them from damaging chemicals and contamination. Employees stored their 3M half-face elastomeric respirators on the operator's station or had the respirators hanging from the elastic straps around their neck with the facepiece facing outward while scrubbing robot painting nozzles with Methyl ethyl ketone (MEK). Spray from the scrubbing process was on the workstations and would splatter on the facepiece facing outward while around their neck. Employees would wear the respirators during spray painting operations.
