29 CFR  1910. 1200(g)(8):  The employer did not maintain in the workplace copies of the required safety data sheets for each hazardous chemical:  On or about January 31, 2024, the employer exposed employees to chemical hazards in that safety data sheets were not available for all chemicals used by the employees at the facility. Chemicals used at the site include, but are not limited, to MSO Concentrate, Chemguard Direct Attack Firefighting Foam Concentrate, Zep Glass Cleaner, Gunk engine cleaner, propane and diesel fuel.

29 CFR 1910.95(d)(1): When information indicated that any employee's exposure equaled or exceed the 8-hour time-weighted average of 85 decibels, the employer did not develop and implement a monitoring program:  On or about January 30, 2024, the employer exposed employees to noise hazards in that, monitoring was not conducted to determine the noise exposure for employees using machinery, such as, but not limited to, chainsaws and the pumps on the fire trucks.   The Bureau of Land Management was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 1609005, citation number 01, item number 001 and was affirmed as a final order on December 14, 2022, with respect to a workplace located at 702 North Industrial Way, Ely, Nevada.

29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area:  On January 30, 2024, hazard communication training was not provided to employees working with chemicals, such as, but not limited to, MSO Concentrate, Chemguard Direct Attack Firefighting Foam Concentrate, Zep Glass Cleaner, Gunk engine cleaner, propane and diesel fuel.   The Bureau of Land Management was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 1629725, citation number 01, item number 006 and was affirmed as a final order on December 2, 2022, with respect to a workplace located at 300 South Richmond Road, Ridgecrest, CA.

29 CFR 1910.37(b)(6): Each exit sign was not illuminated to a surface value of at least five foot-candles (54 lux) by a reliable light source and be distinctive in color:  On January 30, 2024, the employer failed to ensure that the emergency exit located throughout the facility had lighting so as to provide visibility to aid employees in the event of an emergency.  If smoke/visibility were to be obstructed, employees may not be able to locate an emergency exit during a fire.   The Bureau of Land Management was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 1628231, citation number 02, item number 02 and was affirmed as a final order on February 17, 2023, with respect to a workplace located at 4700 BLM Road, Anchorage, AK.

29 CFR  1910.157(c)(1): Portable fire extinguishers were not mounted, located and identified so that they were readily accessible without subjecting the employees to injuries:  a) On January 30, 2024, employees were exposed to fire hazards, in that a fire extinguisher in the fire cache area was not mounted and was placed on the floor. In case of an emergency, the employees would have difficulty locating the fire extinguisher.  b) On January 30, 2024, employees were exposed to fire hazards, in that a fire extinguisher in the radio equipment room was not mounted and was placed on the floor. In case of an emergency, the employees would have difficulty locating the fire extinguisher.  The Bureau of Land Management was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 1628231, citation number 02, item number 03 and was affirmed as a final order on February 17, 2023, with respect to a workplace located at 4700 BLM Road, Anchorage, AK.

29 CFR 1910.37(b)(5): Each doorway or passage along an exit access that could be mistaken for an exit was not marked "Not an Exit" or similar designation, or be identified by a sign indicating its actual use (e.g. closet):  On or about January 30, 2024, the employer exposed employees to fire hazards, in that a door in the main conference room was not designated as "not an exit" for employees to use in case of an emergency.
