29 CFR 1910.1200(h)(3)(iii): Employee training did not include the measures employees can take to protect themselves from chemical hazards, including specific procedures the employer had implemented to protect employees from exposure to hazardous chemicals, such as appropriate work practices, emergency procedures and personal protective equipment to be used: Engine Room: On, or about, September 26, 2023, the employer did not provide training to employees engaged in the clean-up tasks after compressor oil impregnated with anhydrous ammonia was released from the closed-circuit ammonia refrigeration system when a gasket failed on Compressor 102. The clean-up operations were not a task routinely performed by employees.

The existing Personal Protective Equipment Hazard Assessment for the Engine Room appeared to address routine inspections and general maintenance tasks only.

The existing Written Respirator Program included a respiratory protection assessment for anhydrous ammonia for minor servicing activities, not longer duration tasks such as cleaning up after a release from the ammonia refrigeration equipment.
