29 CFR 1910.101(b):The in-plant handling, storage, and utilization of all compressed gases in cylinders, portable tanks, rail tankcars, or motor vehicle cargo tanks were not in accordance with Compressed Gas Association Pamphlet P-1, which is incorporated by reference as specified in CFR 1910.6: 6.2.1: GENERAL FLAMMABLE GASES: Flammable gases shall be stored in well-ventilated areas. Flammable gases shall be stored away from oxidizers, open flammables, sparks, and other sources of heat or ignition. NO SMOKING signs shall be posted around the storage area of buildings or at an entrance(s) to storage rooms: a.) Stronghold Digital Mining dba Scrubgrass Reclamation Company, LP, Picnic area, on or about February 29th, 2024 and times prior thereto: Employees were potentially exposed to fire hazards in the picnic area of the facility due to the fact that, employees were smoking in the area next to 3 unsecured propane cylinders that were in storage. ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below). This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.

29 CFR 1910.145(c)(1)(ii): The employer did not provide and post danger signs that instructed employees of the possible hazards and that special precautions are necessary: a.) Stronghold Digital Mining dba Scrubgrass Reclamation Company, LP, Picnic area, on or about February 29th, 2024 and times prior thereto: Employees were potentially exposed to fire hazards in the picnic area of the facility due to the fact that, employees were smoking in the area next to 3 unsecured propane cylinders that were in storage. Danger signs were not posted in the area to alert employees of the hazards associated with smoking in the area. ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below). This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.

29 CFR 1910.101(b):The in-plant handling, storage, and utilization of all compressed gases in cylinders, portable tanks, rail tankcars, or motor vehicle cargo tanks were not in accordance with Compressed Gas Association Pamphlet P-1, which is incorporated by reference as specified in CFR 1910.6: 5.8.4 Cylinder positions in storage: All compressed gas cylinders in service or in storage at user locations shall be secured to prevent falling or rolling: a.) Stronghold Digital Mining dba Scrubgrass Reclamation Company, LP, Picnic area, on or about February 29th, 2024 and times prior thereto: Three propane cylinders were freestanding and were not secured by any device to prevent the cylinders from falling, rolling, or getting knocked over. b.) Stronghold Digital Mining dba Scrubgrass Reclamation Company, LP, 1st floor catwalk area, on or about February 29th, 2024 and times prior thereto: One compressed gas cylinder of oxygen was not secured by a substantial device to prevent the cylinder from falling, rolling, or getting knocked over. The cylinder was secured using a rubber "tarp" strap. ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below). This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.

29 CFR 1910.1200(g)(1): Employers did not have a safety data sheet in the workplace for each hazardous chemical which they use a. Stronghold Digital Mining dba Scrubgrass Reclamation Company, LP, Warehouse chemical storage cabinet, on or about February 29th, 2024 and times prior thereto: Employees worked with and around hazardous substances including, but not limited to, Collinitie's No. 840 Prewax cleaner during automobile detailing. The employer did not make available a Safety Data Sheet for substances including, but not limited to, the Collinitie's No. 840 Prewax that was being used by employees onsite. ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below). This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.
