29 CFR  1910.134(g)(1)(i):  The employer shall not permit respirators with tight-fitting facepieces to be worn by employees who have facial hair that comes between the sealing surface of the facepiece and the face or that interferes with valve function; or any condition that interferes with the face-to-facepiece seal or valve function:  On May 16, 2024, at a facility located at a facility located at 206 Charles Street in Oconto, WI; the employer permitted respirators with tight-fitting facepieces to be worn by employees with conditions that interfered with the face-to-facepiece seal;  a) Employees conducting spray-finishing with Gel Coat products had facial hair that came between the sealing surface of the respirator's facepiece and their faces.  b) Employees conducting sanding finishing operations wore their head socks/balaclavas between the sealing surface of the respirator's facepiece and their faces.

29 CFR 1910.106(e)(2)(iv)(a):  Category 1 or 2 flammable liquids, or Category 3 flammable liquids with a flashpoint below 100 °F (37.8 °C), shall be kept in covered containers when not actually in use:  On April 29, 2024 at a facility located at 206 Charles Street, Oconto, WI 54153; containers of acetone (Category 2 flammable liquid) were not covered when not in use. Plastic open top buckets in the Finishing and Lamination departments were used to submerge portions of rags, brushes, and tools in acetone without covering the top of the container.  The Marine Technology Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.106(e)(2)(iv)(a), which was contained in OSHA inspection number 1512596, citation number 1, item number 2 and was affirmed as a final order on June 30, 2021, with respect to a workplace located at 206 Charles Street, Oconto, WI 54153.

29 CFR  1910.1200(f)(6)(ii):  Product identifier and words, pictures, symbols, or combination thereof, which provide at least general information regarding the hazards of the chemicals, and which, in conjunction with the other information immediately available to employees under the hazard communication program, will provide employees with the specific information regarding the physical and health hazards of the hazardous chemical:  On April 29, 2024, at a facility located at 206 Charles Street, Oconto, WI 54153; the employer did not ensure each container of hazardous chemicals in the workplace was labeled, tagged or marked with the product identifier or any information regarding the hazards of the chemicals. In the Finishing and Lamination departments, unlabeled plastic open top buckets contained acetone (Category 2 flammable liquid) were used to submerge portions of rags, brushes, and tools. In the Lamination department, unlabeled plastic open top buckets contained the mixture of resin and hardener used to layup fiberglass. The containers were not labeled with the identities or hazards of the chemicals within. In the Small Parts Finishing department, 5-gallon buckets and 1-gallon buckets contained Gel Coat chemical. Some containers were labeled with the identity of the chemical within but were not labeled with the chemical's hazards; other containers were not labeled with either.  The Marine Technology Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.1200(f)(6)(ii), which was contained in OSHA inspection number 1512596, citation number 1, item number 9 and was affirmed as a final order on June 30, 2021, with respect to a workplace located at 206 Charles Street, Oconto, WI 54153.

29 CFR 1910.1000(a)(2):  An employee's exposure to any substance in Table Z-1, the exposure limit of which is not preceded by a "C", shall not exceed the 8-hour Time Weighted Average given for that substance any 8-hour work shift of a 40-hour work week:   a)  On May 16, 2024, a Small Parts Finishing employee was exposed to an 8-hour time weighted average (TWA) of  30 mg/m^3 for total dust fraction of particulate not otherwise regulated (PNOR), approximately 2 times the Permissible Exposure Limit (PEL) of 15 mg/m^3. The exposure level was derived from a sample collected over a 480 minute sampling period.  b)  On  May 16, 2024, a Finishing employee was exposed to an 8-hour time weighted average (TWA) of 21 mg/m^3 for the total dust fraction of PNOR, approximately 1.4 times the Permissible Exposure Limit (PEL) of 15 mg/m^3. The exposure level was derived from a sample collected over a 478 minute sampling period with zero exposure assumed for the unsampled period of 2 minutes.  c)  On May 16, 2024, a Finishing employee was exposed to an 8-hour time weighted average (TWA) of 19 mg/m^3 for the total dust fraction of PNOR, approximately 1.3 times the Permissible Exposure Limit (PEL) of 15 mg/m^3. The exposure level was derived from a sample collected over a 480 minute sampling period.  The Marine Technology Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.1000(a)(2), which was contained in OSHA inspection number 1512596, citation number 1, item number 3b and was affirmed as a final order on June 30, 2021, with respect to a workplace located at 206 Charles Street, Oconto, WI 54153.

29 CFR 1910.1000(e):  To achieve compliance with paragraphs (a) through (d) of this section, administrative or engineering controls must first be determined and implemented whenever feasible. When such controls are not feasible to achieve full compliance, protective equipment or any other protective measures shall be used to keep the exposure of employees to air contaminants within the limits prescribed in this section. Any equipment and/or technical measures used for this purpose must be approved for each particular use by a competent industrial hygienist or other technically qualified person. Whenever respirators are used, their use shall comply with 1910.134:   At a facility located at 206 Charles Street, Oconto, WI 54153;  the employer did not determine and implement feasible administrative or engineering controls to achieve compliance with paragraph (a) of this section when:  a)  On May 16, 2024, a Small Parts Finishing employee was exposed to an 8-hour time weighted average (TWA) of  30 mg/m^3 for total dust fraction of particulate not otherwise regulated (PNOR), approximately 2 times the Permissible Exposure Limit (PEL) of 15 mg/m^3.
