29 CFR 1926.451(f)(3): Scaffolds and scaffold components were not inspected for visible defects by a competent person before each work shift, and after any occurrence which could affect a scaffold's structural integrity:   a) Job site, 215 Dell Avenue, Pittsburgh, PA: On or about August 28, 2024, prior to allowing employees to work on scaffolding , the employer did not ensure that it was inspected by a competent person for any safety issues. Deficiencies noted, included, but were not limited to, lack of proper fall protection systems in several areas of the scaffolding, baseplates not resting on appropriate footings, scaffolding frames not pinned together,  toe boards/similar not being provided, scaffolding system not being secured in some way to prevent tipping and scaffolding levels not being fully planked.  Reber Masonry & Restoration LLC was previously cited for a violation of this occupational safety and health standard, or its equivalent standard, 29 CFR 1926.451 (f)(3),  which was contained in OSHA inspection number 1692715, citation number 1, item number 1 and was affirmed as a final order on October 14, 2023, with respect to a workplace located at 1600 Termon Avenue, Pittsburgh, PA.
