OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to combustible dust explosion and deflagration hazards from the outdoor filter-media dust collector handling combustible engineered wood product dusts: Laminate Technologies, Inc. located at 161 Maule Road in Tiffin, Ohio 44883: On or about August 29, 2024 through at least December 19, 2024, employees remained exposed to combustible MDF, particle board, and plywood dust explosion and deflagration propagation hazards associated with the outdoor filter-media dust collector in that . The outdoor dust collector collected fugitive dust emissions from the upstream Holzma Wood CNC machines and lacked means of (1) explosion protection and (2) deflagration propagation protection (isolation). In the event of an internal dust collector deflagration, (1) employees working at workstations connected to the dust collector via dirty air collection ducts would be exposed to propagating flame front hazards, and (2) employees accessing areas around the outdoor dust collector during the performance of their job duties, such as, but not limited to, shoveling up escaped dust, would be exposed to explosion hazards (i.e., escaping flame front, escaping pressure wave, vessel fragmentation). Laminate Technologies Inc. was previously cited for a violation of this Occupational Safety and Health Standard, OSH ACT of 1970 Section (5)(a)(1), which was contained in OSHA Inspection Number 1627490, citation number 1, item number 1 and was affirmed as a final order on April 6, 2023, with respect to a workplace located at 161 Maule Rd in Tiffin, Ohio.
