29 CFR  1910.28(b)(1)(i):Except as provided elsewhere in this section 29 CFR 1910.28, the employer did not ensure that each employee on a walking-working surface with an unprotected side or edge that is 4 feet (1.2 m) or more above a lower level is protected from falling by one or more of the systems described in 29 CFR 1910.28(b)(1)(i):  a.)  Corry Rubber Corporation, roof outside of paint shop  access platform - On or about 6/25/25, and at times prior thereto, the guardrail on the roof had an opening of approximately 1 foot between the unsecured guardrail and the secured guardrail as it approached the landing platform where employees access the roof.   ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below). 29 CFR 1910.28(b)(13)(iii)(A): When work is performed 15 feet (4.6 m) or more from the roof edge, the employer did not protect each employee from falling by a guardrail system, safety net system, travel restraint system, or personal fall arrest system or a designated area. The employer is not required to provide any fall protection, provided the work is both infrequent and temporary.  a.)  Corry Rubber Corporation, roof outside of paint shop - On or about 6/25/25, and at times prior thereto, employees were required to walk outside of the guardrail system to  grease the cooling tower fan.   Employees do not have any type of fall protection when outside of the guardrail system. 29 CFR 1910.29(b)(3): The employer did not ensure that guardrail systems are capable of withstanding, without failure, a force of at least 200 pounds (890 N) applied in a downward or outward direction within 2 inches (5 cm) of the top edge, at any point along the top rail.  a.)  Corry Rubber Corporation,  roof outside of paint shop - On or about 6/25/25, and at times prior thereto,  a guardrail on the roof was not secured to the roof.  The railing was free standing and moved easily with any pressure applied to it.
