29 CFR  1910.147(c)(4)(ii): Procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29 CFR 1910.147(c)(4)(ii)(A), (c)(4)(ii)(B), (c)(4)(ii)(C) and (c)(4)(ii)(D):   On or about October 2, 2025 and times prior thereto, on the Line 1 Dryer in the Instant Rice area, employees performed maintenance and servicing on a rotary airlock valve using deficient hazardous energy control procedures, in that:   a) The procedures did not include clear and specific procedural steps for machine shut down. b) The procedures did not have clear and specific procedural steps for verifying isolation of energy sources. c) The procedures did not have clear and specific procedural steps for verifying controls are in the neutral position. d) The procedures did not have clear and specific procedural steps for applying power after lockout.
