An employee was installing a fence. When cutting a section of wire for the fence from a spool, the section he cut retracted and struck the employee's left eye. The tension wire caused a puncture through the inside corner of his eye under his safety glasses. It penetrated the orbital socket, causing a fracture to his orbital bone and a brain bleed behind his eye. He developed swelling and bruising.
