An employee was on the ground while directing a forklift as it was unloading pallets of cement bags from the back of a flatbed truck. The employee slipped on ice and fell. While they were lying on the ground, the forklift stopped and a bag of cement weighing approximately 70 pounds fell off the forklift approximately 2.5 feet and landed on the employee's ankle. The employee suffered a fractured left ankle.
