On [REDACTED] at approximately [REDACTED] two employees were performing a process opening job to remove a PSV in the VCM unit. After removing the stack from the PSV they began to remove the bolts from the flange. During this time the employee on the north side of the PSV started to experience respiratory discomfort and both employees immediately evacuated the area.
