29 CFR 1926.501(b)(13):     Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system, or an alternative fall protection measure that meets a provision described in paragraph (b) of 29 CFR 1926.501.     a) Jobsite: 1815 Lombard St., Philadelphia, PA. - On or about 10/24/12, no conventional or alternative means of fall protection was used to protect employees from falling off the unprotected open sides and edges of the residential construction building.  The employees were performing framing operations approximately 30 feet above ground level.
