29 CFR 1926.1053(b)(13):  The top or top step of a stepladder was used as a step:    a)  At 4268 Lady Bank St. Gulf Shores, Alabama:  On or about November 7, 2012 and at times pripor; the employer exposed his employees to fall hazards of 8 feet to the ground below in that he allowed his employees to stand on the top step of a portable ladder to gain access to the roof of the house.
