29 CFR 1926.20(b)(2):  The employer did not develop an accident prevention program, that provided for frequent and regular inspections of the job sites, materials, and equipment, to be made by competent persons designated by the employer.   a) 46 Harlow Circle, Medford:   The employer did not initiate a program for a competent person to conduct frequent and regular inspections of the jobsite, to identify hazards and/or stop the work in the event workers were placed in a hazardous condition. As such, two workers conducting framing activities were not using fall protection (PFAS, safety nets, guardrails, etc.) and were thus exposed to fall hazards of 20 feet, from the roof to the ground.   Observed on or about 4/15/2013.

29 CFR 1926.501(b)(13):  Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system.  a) 46 Harlow Circle, Medford:   Two employees conducting framing activities were not using fall protection (PFAS, safety nets, guardrails, etc.) and were thus exposed to fall hazards of 20 feet, from the roof to the ground. 29 CFR 1926.503(a)(1):  The employer did not provide a training program for each employee who was exposed to fall hazards that enabled each employee to recognize the hazards of falling and train each employee in the procedures to be followed in order to minimize these hazards.  a) 46 Harlow Circle, Medford:   Two employees conducting framing activities were not using fall protection (PFAS, safety nets, guardrails, etc.) and were thus exposed to fall hazards of 20 feet, from the roof to the ground.   The employer did not train each employee who was exposed to fall hazards to recognize the hazards and the procedures to be followed in order to minimize the hazards.  Observed on or about 4/15/2013.
