29 CFR 1903.19(c)(1): The employer did not certify to OSHA, within 10 calendar days after the abatement date, that the cited violation had been abated. a) The employer failed to provide documentation and certification for abatement of citation 1 item 1 in which employees were observed installing sheathing on the roof of a multi-story new construction residence. An employee was on the roof working with a pneumatic nail gun. The employee on the porch roof below was not wearing a hard hat and was thus exposed to an overhead struck-by hazard from potential falling tools and/or plywood sheathing. Observed on or about 06/17/2014. b) The employer failed to provide documentation and certification for abatement of citation 1 item 2 in which employees was not wearing eye protection and was thus exposed to potential eye injury while operating equipment. Observed on or about 06/17/14. c) The employer failed to provide documentation and certification for abatement of citation 1 item 4 in which employees were observed installing sheathing on the roof of a multi-story new construction residence. The employees were exposed to fall hazards from greater than 17 feet to over 25 feet from the roof's surfaces to the ground below. The employees were not using any form of fall protection. The employer did not provide training to enable each employee to recognize the hazards of falling and the procedures to be followed to minimize the hazards. Observed on or about 06/17/14.

An employee was working on the roof installing the plywood and was exposed to a fall hazard of greater than 25 feet from the rake edge, and was not using any form of fall protection. b) S Cedar Grove Ave., Margate: On or about 04/3/2014, two WVM Construction, Inc. employees were observed installing sheathing on the roof of a multi-story new construction residence. An employee was working on the porch roof, cutting the plywood to size, and was exposed to a fall hazard of greater than 17 feet from decking's edge to the ground below. The employee was not using any form of fall protection. NOTE: IN ADDITION TO ABATEMENT CERTIFICATION, THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT DOCUMENTATION FOR THIS ITEM.
