29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed.    Employees of Armando Ibarra Construction performed framing for the residence being constructed at or near 104 Mariner Lane in Maumelle, Arkansas.  The employees were observed using a 6' A-frame ladder to access walls at 9'8", exposing employees to fall hazards.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):     On or about February 3, 2015 and times prior thereto, employees of Armando Ibarra Construction performed framing on a residence being constructed at or near 104 Mariner Lane in Maumelle, Arkansas.  Employees working at heights greater than 9 feet from lower levels were not protected from falling.

29 CFR 1926.102(a)(1): Eye and face protective equipment were not used when machines or operations presented potential eye or face injury from physical, chemical, or radiation agents.      Armando Ibarra Construction was previously cited for a violation of this occupational safety and health standard 29 CFR 1910.102(a)(1), which was contained in OSHA inspection number 974657, citation number 2, item number 1and was affirmed a final order on June 30, 2014, with respect to a workplace located at 115 Chamberry Drive in Maumelle, Arkansas.    On or about February 3, 2015 and times prior thereto, employees of Armando Ibarra Construction performed framing for a residence being constructed at or near 104 Mariner Lane in Maumelle, Arkansas.  Employees were observed using pneumatic nail guns to nail framing members without the use of eye protection.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:        The Armando Ibarra Construction was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.503(a)(1), which was contained in OSHA inspection number315055863, citation number 1, item number 4(c) and was affirmed as a final order on 13 December 2013, with respect to a workplace located at 17 Pennsylvania Court, Little Rock, Arkansas.      Employees of Armando Ibarra Construction performed framing for the residence being constructed at or near 104 Mariner Lane in Maumelle, Arkansas.  The employer did not provide training for each employee exposed to fall hazards.
