29 CFR 1910.184(c)(9): All employees shall be kept clear of loads about to be lifted and of suspended loads. On or about August 4, 2015 in Bay 2, a crane operator's left middle finger was exposed to a pinch point hazard between two steel coils while lifting the coils from a portable rack into another storage rack.

General-duty citation text
29 CFR 1910.184(e)(3)(i): In addition to the inspection required by paragraph (d) of this section, a thorough periodic inspection of alloy steel chain slings in use shall be made on a regular basis, to be determined on the basis of (A) frequency of sling use; (B) severity of service conditions; (C) nature of lifts being made; and (D) experience gained on the service life of slings used in similar circumstances. Such inspections shall in no event be at intervals greater than once every 12 months. The employer had not conducted a periodic inspection of alloy steel chain slings on at least a yearly basis.
