29 CFR 1915.73(d): When employees were exposed to unguarded edges of decks, platforms, flats, or similar flat surfaces, more than 5 feet above a solid surface, the edges were not guarded by adequate guardrails meeting the requirements of 29 CFR 1915.71(j)(1) and (2):  (a)    Tustumena, Port Side:  On or about June 13, 2017 and at times prior thereto, top rope rails used for guard rails measured 43 inches and deflected from 41 to 67 inches.  Mid-rope rails measured 23 inches and deflected 16 to 37 inches in height.  This condition exposed employees to a fall hazard of 26 feet.  (b)    Tustumena, Starboard Side:  On or about June 13, 2017 and at times prior thereto, top rope rails used for guard rails measured 41 inches and deflected from 39 to 58 inches.  Mid-rope rail did not exist.  This condition exposed employees to a fall hazard of 26 feet.
